退役军人优待证，是国家的一项重点工作，是对全体退役军人的福利和优待。优待证使用，应该是全国性的，不能说你是哪个省的就只能得到本省的优待项目，因为你不是在本省当兵，而是全国各地，保卫祖国不分地区，优待证也不应该分省份，应该是全国性的。
