为应对燃料价格大幅上涨，减少居民取暖负担，英国政府和福利机构将伦敦的一些图书馆、教堂、社区中心转化为“温暖银行”，供困难民众免费取暖，并提供一些基本生活帮助。
目前“温暖银行”数量从10月份的350间增长至3200间。但对英国普通民众来说，因生活成本上涨引发的“生活危机”仍在延续。
