9月20日，欧盟外交官博雷利发表声明称，如果俄罗斯在 顿涅茨克、卢甘斯克、赫尔松和扎波罗热地区举行公投，欧盟将对俄罗斯实施新的制裁。
博雷利表示：“俄罗斯及其政治领导层、参与这些公投以及乌克兰其他违反国际法行为的所有人都将被追究责任。同时还将考虑对俄罗斯采取其他限制性措施。”
