1932年，天津城，被抓获的著名土匪“刘歪脖子”及其大哥“东霸天”。“刘歪脖”的真实姓名叫“刘双田”,也称“刘四歪脖子”，他们长期盘踞在天津葛沽、新城一带,窜扰各乡，鱼肉百姓。
后来在地下组织的争取下，刘歪脖于1927年前后开始弃恶从善，伸张正义，做了一些有益于革命的事。不幸的是在1932年10月，刘四歪脖子被当时的天津巡捕围攻，终因寡不敌众被捕，随后被残忍杀害！
