China will enhance its regulation of off-campus tutoring by stepping up legislation and enhancing supervision, said the Ministry of Education (MOE) in its 2022 work plan released on Tuesday.

The top education authority pledged to give priority in pushing forward “double-reduction”, as China enters the vital phase of implementing the policies, which were released last year to alleviate the pressure of primary and middle school students.

The plan has laid out measures mainly targeting “invisible” curriculum-based tutoring, unregulated non-curriculum-based tutoring and tutoring offered to senior high school students, as most of the off-campus curriculum-based tutoring organisation have shut down last year.

The ministry will conduct regular inspections on national holidays, at weekends, as well as in winter and summer vacations. Any off-campus tutoring activities featuring curriculum subjects during these periods will be shut down, said the ministry.

2022年“双减”工作怎么推进？

2月8日，教育部公布了2022年工作要点，共涉及6大类35个要点，其中落实教育优先发展战略地位、深入推进“双减”和推进义务教育优质均衡发展等成为大家关注的焦点。教育部列出了10项重点任务，其中就有6项与校外培训治理直接相关。

“双减”进入攻坚之年，在不少地方的学科类校外培训机构已100%压减的情况下，狙击“地下”学科类培训、治理非学科类培训和高中培训将成为重点和难点。

教育部要求，要着力巩固学科类培训机构压减成果，在法定节假日、休息日、寒暑假指导各地开展常态巡查、坚决关停。加大对隐形变异培训查处力度，开展专项治理。

教育部提出，要指导各地对非学科类培训机构，区分体育、文化艺术、科技等类别，抓紧明确主管部门，体现公益属性，实现常态化监管，防止出现新的野蛮生长。

在2022年工作要点中，教育部还提出，要加快发展学前教育、普通高中教育和特殊教育，推进高水平教育对外开放，促进高校毕业生更加充分更高质量就业，继续推进义务教育优质均衡发展等。

• China’s top economic planner announced on Tuesday to launch a pork stockpile campaign in a bid to bolster declining national pork prices. According to the monitor of NDRC, price ratio between pork and grain had been in the alert range for three continuous weeks, marking the excessive decline of pork price level.

  今年第一轮猪肉收储或将启动：国家发展改革委2月8日发布监测消息，猪粮比价下跌至二级预警区间。国家发展改革委称，将会同有关部门视情启动猪肉储备收储工作，并指导地方按规定开展收储工作。

疫情简报

• The Chinese mainland reported 73 new infections on Tuesday, with 72 in Baise city of Guangxi province. Hong Kong added another 625 local cases yesterday, and Chief Executive Carrie Lam unveiled a series of stringent anti-epidemic measures, including closing public venues and pushing ahead with the vaccine pass scheme.

  2月8日，内地新增本土病例73例（广西72例，均在百色市；辽宁1例，在葫芦岛市）。

  香港昨日新增确诊病例625例，港府公布“最严”社交距离管控措施，并将于2月24日起全面推行疫苗通行证，此后必须接种新冠疫苗才能在餐厅吃饭、逛商场、去理发店等。“限聚令”由4人收紧至2人，各类餐厅每桌人数缩减至两人或四人。

• Heytea has denied a rumour on Wednesday claiming the Chinese milk tea chain has cut about 30 percent of its employees. Media reported that Heytea started a mass layoff in several departments before the Chinese New Year amid poor performances in recent years and the layoff may be a step in preparation for an IPO. The news is not true, the Shenzhen-based firm said.

  喜茶回应裁员传闻：9日，“喜茶大规模裁员涉及30%员工”冲上热搜。喜茶紧急回应称，相关传闻皆为不实信息，公司不存在所谓大裁员的情况，年前少量的人员调整为基于年终考核的正常人员调整和优化。

• Chinese logistics giant S.F. Holding's vending machine brand Feng E Zushi has completed a 300 million yuan Series A financing as of Tuesday, led by SoftBank Ventures Asia, which will become one of the smart retailer's biggest shareholders after the fundraiser.

  软银领投顺丰无人零售：8日，顺丰孵化的无人零售项目“丰e足食”已完成3亿元A轮融资。本轮融资后，顺丰关联方明德控股和软银亚洲并列为第一大股东。

• China advanced the restructuring and consolidation of its two largest state-owned agriculture companies by setting up two joint ventures to take control of overlapping businesses. Authorities said on Monday that grain giant Cofco Corp. and national grain stockpiler China Grain Reserves Group signed agreements on the ventures last month.

  两大粮食央企整合：7日，国务院国资委主管媒体《国资报告》披露，中粮集团有限公司（中粮）、中国储备粮管理集团有限公司（中储粮）拟成立两家合资公司，分别聚焦粮食仓储业务和油脂油料加工业务。上述两央企集团已于1月25日就合资事宜签署股权合作协议。

• Chinese battery giant Contemporary Amperex Technology (CATL) remained the world’s biggest maker of electric car batteries for the fifth year running last year, data showed on Monday. CATL occupied a 32.6 percent share of the world’s auto lithium-ion battery market in 2021 with an installed capacity of 96.7 gigawatt-hours.

  宁德时代蝉联世界第一：7日，韩国市场研究机构SNE Research发布《2021年全球动力电池装机量排行榜》显示，宁德时代2021年装机量达96.7千兆瓦时，较2020年同比增长167.13%，其市场份额较2020年提升8个百分点达32.6%，位居世界第一。

• The US electric carmaker Tesla’s revenue from China was $13.8 billion in 2021, up 108 percent from the previous year, Tesla said in a filing on Monday. Tesla’s Shanghai gigafactory, its largest production base outside of the US, delivered 480,000 cars last year, accounting for 51 percent of the company’s total.

• The Chinese Ministry of Commerce on Tuesday urged the US to immediately correct its mistake after the US Commerce Department added 33 Chinese entities to a so-called “unverified list” to restrict their ability to receive shipments from US exporters. Shares of Wuxi Biologics plunged by a record after the Chinese biotech company was added to the list, forcing a trading halt. The firm said on Tuesday that it saw almost no impact on its business.

  商务部回应美国出口管制清单：针对美国商务部日前宣布将33家中国实体列入出口管制“未经验证清单”，中国商务部发言人2月8日回应称，中方坚决反对，美方应立即纠正错误做法。8日，药明生物在香港暂停交易，停牌前跌22.77%。药明生物回应两家子公司被纳入所谓清单时称，对其进口影响微乎其微。

• China’s central bank on Tuesday announced eased financing rules for rental of affordable homes to achieve housing market sustainability. Loans to real estate projects certified as affordable housing for rent will no longer be subject to a property credit concentration regulation and banks are encouraged to provide law-based and commercially sustainable products and services.

  支持保障性租赁住房发展：央行、银保监会8日发布通知，明确保障性租赁住房项目有关贷款不纳入房地产贷款集中度管理，鼓励银行业金融机构按照依法合规、风险可控、商业可持续的原则，加大对保障性租赁住房发展的支持力度。

• China’s central bank and other three departments have jointly issued a development plan targeting standardising the finance sector during the 14th Five-Year-Plan period on Tuesday. The plan places a strong focus on legalising the digital currency, aiming to come up with legal standards for the issuance, technology, security and other processes involved in the transactions of the digital currency.

  稳妥推进法定数字货币标准研制：8日，中国人民银行、市场监管总局、银保监会、证监会印发《金融标准化“十四五”发展规划》，提出，要研究制定法定数字货币信息安全标准，综合考量发行系统与存储系统、登记中心、支付交易通信模块、终端应用等，探索完善法定数字货币基础架构标准。

• Chinese stocks finished higher on Wednesday as stocks rallied in the digital currency sector. The Shanghai Composite rose for a third day to gain 0.79 percent and the Shenzhen Component rebounded 1.55 percent. The Hang Seng Index soared 2.06 percent as the TECH Index jumped 3.65 percent.

  周三A股集体走高，沪指三连阳，收涨0.79%，深成指涨1.55%。数字货币板块掀涨停潮。港股恒生指数涨2.06%，科技指数反弹涨3.65%。
