The new Beijing Stock Exchange (BSE) has officially kick-started today with quite an impressive debut.
Ten newly-listed companies had to suspend trading twice in the first 30 minutes, as some have seen their prices shooting up by more than 60 percent.
According to BSE’s rules, the daily price fluctuation is set at 30 percent and no limit will be set on the first trading day. But trading will be suspended for 10 minutes if the company's price is up by 30 percent and paused for another 10 minutes when prices hit the 60-percent mark. 10 new stocks have triggered trading suspension.
Among the first batch of 81 companies listed on the new bourse, nearly 60 companies reported gains in the first 10 minutes. The newly-traded Henan Tongxin Chuandong, a leading Chinese auto parts provider, saw its price soared by nearly 400 percent in the first few trading minutes. All of the 10 new stocks have doubled their prices in closing.
Individual investors holding at least 500,000 yuan worth of assets in their personal securities accounts will be allowed to trade on the exchange. BSE estimated that the number of qualified investors will exceed 4 million.
The BSE, which is seen nurturing more technologically advanced small and medium-sized enterprises, has been initiated by the central regulators in early September. It is initially built upon the NEEQ Select, the highest tier of the eight-year-old National Equities Exchange and Quotations system.
北交所“周一见”！81只股票大多喜迎“开门红”，其中10只新股更是迎来暴涨并悉数触发临时停牌。
根据北交所规定，新股上市首日不设涨跌幅限制，只有临时停牌机制，即当盘中成交价格较开盘价首次上涨或下跌达到或超过30%及60%时，盘中临时停牌10分钟，复牌时进行集合竞价。
首批上市股票81只，近60支股票高开，但随后新老股表现分化，截至收盘，仅有19只个股上涨。
首批新股表现亮眼，盘中集体大涨，10只新股今日涨幅均翻倍，其中N同心开盘涨幅逾2.8倍，盘中一度大涨超500%。
北交所个人投资者的进入门槛为前20个交易日，账户内资产不低于50万。据北京证券交易所披露，开市后合计可参与北交所交易的投资者已超过400万户。
在9月的新闻发布会上，证监会指出，北交所聚焦创新型中小企业，服务对象“更早、更小、更新”。首批81家公司中，71家平移自精选层，是新三板发展八年来遴选出的优秀代表。

Cyberspace Administration of China said in the draft rules on Sunday that mainland companies pursuing share listings in Hong Kong should apply for cybersecurity inspections if they deal with data that concerns national security. Large internet platforms planning to set up headquarters, operating or research centers abroad should also submit a report to regulators.
11月14日，国家互联网信息办公室就《网络数据安全管理条例（征求意见稿）》公开征求意见。《意见稿》第十三条提出，数据处理者数据处理者赴香港上市，影响或者可能影响国家安全的，应当按照国家有关规定，申报网络安全审查。大型互联网平台运营者在境外设立总部或者运营中心、研发中心，应当向国家网信部门和主管部门报告。

疫情简报
The Chinese mainland reported 32 new local cases yesterday, with most from Dalian, the capital of Liaoning province. Epidemic prevention and control in Dalian has entered a critical stage, Chinese Vice Premier Sun Chunlan said during her inspection in the city amid a COVID-19 surge that recorded 100 new confirmed cases in the past two days. In Beijing, authorities announced that travellers from boarder cities should avoid the Chinese capital, as the Winter Olympics opens in less than 3 months.
全国昨日新增32例本土确诊病例（辽宁25例，河南3例，黑龙江2例，河北1例，云南1例），其中辽宁病例全部来自大连。副总理孙春兰在大连调研时强调，当前大连疫情防控已经到了最紧要关头。本次疫情中，大连已累计确诊235例，主要集中在科强食品公司、海阔食品公司和庄河大学城。而随着冬奥会的接近，11月13日北京宣布新防疫措施，14日内有陆路边境口岸所在县（市、区、旗）旅居史人员非必须不进（返）京。在京人员非必须不前往陆路边境口岸所在县（市、区、旗）。

New home prices in China fell for the second month in a row in October, hitting the lowest level in more than six years. New home prices rose 3.4 percent year-on-year in October, slower than the growth of 3.8 percent in September. 52 out of 70 major cities recorded a drop in new home prices, compared with 27 last month.

Users on Douyin will soon be able to create and publish short videos based on Tencent’s copyrighted clips, as the company announced Friday that it has received a request from Tencent to connect the tech giant’s content service platform with its own platform.
“抖腾”息战：抖音11月12日晚公告称收到来自腾讯创作服务平台的申请，希望接入抖音开放平台。腾讯方面对此回应称，腾讯创作服务平台（测试运营）正在计划向创作者逐步开放授权合规的版权内容以及创作工具，创作者可以在合法合规的基础上对此进行二次创作。

The Ministry of Finance released a guideline that sets out qualification standards, procedures and information disclosure requirements for local governments seeking to adjust the use of special-purpose bonds (SPBs) proceeds. The ministry said the rules would strengthen management of the bonds and guard against risks.
11月11日，财政部官网发布《地方政府专项债券用途调整操作指引》的通知《以下简称《指引》），要求进一步规范和加强地方政府专项债券管理，提高专项债券资金使用绩效，防范化解地方政府债务风险。

Chinese stocks closed lower on Monday despite most stocks recorded gains. Auto parts and food and drinks sectors led the gains, while MetaVerse continued to jump. The Shanghai Composite went down 0.16 percent, and the Shenzhen Component closed 0.47 percent lower. The Hang Seng Index gained 0.25 percent, boosted by biotech sector.
周一A股股市集体收跌，沪指跌0.16%，深成指跌0.47%。但两市个股总体涨多跌少，热点较为活跃，元宇宙延续强势，仍有多股涨停。另外，食品饮料、汽车零部件板块涨幅居前。港股恒生指数涨0.25%，生物科技股强势，内房股大跌。
