7月10日，湘潭市委召开全市领导干部大会。省委组织部分管日常工作的副部长肖百灵出席会议并宣布省委关于湘潭市主要领导干部调整的决定：张迎春同志任中共湘潭市委书记；曹炯芳同志不再担任中共湘潭市委书记、常委、委员职务，另有任用。
