公安部刑事侦查局副局长姜国利强调：对公民个人开办、出售自己银行卡、电话卡的，一律公开惩戒。我们要采取实施5年内不得开卡、限制其个人的移动支付等一系列的惩戒措施。同时也提醒广大人民群众，一定要提高防范意识，切莫贪图小利，一定不要把自己的电话卡、银行卡出售给他人。
