日前，忻州市公安局直属分局发布文明养犬公告。其中要求，养犬实行狂犬病免疫制度。犬只出生满三个月或者免疫期满的，养犬人应当携犬只到兽医主管部门公布的犬只免疫网点接种狂犬疫苗。凡流浪犬或无人牵领的犬只，视为无主犬只予以收容。
