1967年，南越政府在美军顾问的支持下，对农民进行了大量的军事训练，他们试图用经过训练的民兵来弥补当时南越正规军数量不足的缺陷，并试图让他们在思想上产生对北方的越南共产党的对抗心理。与南越正规军的全套美式装备不同的是，这些民兵们的装束，更接近于当年的八路军。
