人民财讯9月28日电，上海市住房城乡建设管理委、上海市房屋管理局、上海市规划资源局、上海金融监管局等四部门联合印发《关于贯彻落实〈关于完善商品住房销售制度的通知〉的实施意见》，自2026年9月28日起施行。《实施意见》主要包括加强预售管理、实施现房销售、推行主办银行制度、加大融资支持力度、优化土地供应管理以及做好质量监管和市场秩序规范等6个方面的政策措施。
