两位资深国际法律顾问的加入，将进一步强化团队在国际项目融资、采用建设—运营—移交（BOT）模式的能源与基础设施项目及区域合作等领域的综合服务能力。

The addition of two senior international legal counsel will further strengthen the team’s comprehensive legal service capabilities in international project finance, energy and infrastructure projects structured under the build-operate-transfer (BOT) model, and regional cooperation.

近日，两位资深国际律师Fred Chang（张羲淳）、Russell Leu（刘观霖）作为高级法律顾问正式加入北京市京都律师事务所涉外业务部。

Recently, two senior international lawyers, Fred Chang(张羲淳)and Russell Leu(刘观霖), officially joined the International Practice Department of King&Capital Law Firm as Senior Legal Counsel.

Fred Chang是具有长期跨境交易经验的资深律师，他曾在White&Case、Lovells、Morgan Lewis等多家国际律师事务所担任合伙人，在Debevoise&Plimpton开始其律师职业生涯，同时曾在Goldman Sachs、Deutsche Bank等国际金融机构任职。

Fred Chang is a senior lawyer with extensive experience in cross-border transactions. He has been a partner at several international law firms, including White&Case, Lovells and Morgan Lewis, and started his legal career at Debevoise&Plimpton. He has also held positions at international financial institutions including Goldman Sachs and Deutsche Bank.

Fred Chang主要擅长金融项目融资。他曾代表项目发起人、银行、保险公司及其他机构投资者参与无追索权项目融资、资产支持融资、杠杆融资及结构化融资等交易，所涉行业包括太阳能、核电、热电联产、道路、港口、航空及工业设施等。其经验覆盖融资结构设计、项目公司安排、银团及债权人间关系、特许经营条款和跨境风险分配等关键环节。

Fred Chang’s principal area of practice is project finance. He has represented project sponsors, banks, insurance companies and other institutional investors in non-recourse project financings, asset-backed financings, leveraged financings and structured financings across sectors including solar power, nuclear power, cogeneration, roads, ports, aviation and industrial facilities. His experience covers key aspects including financing structure design, project company structuring, lender syndicate arrangements and intercreditor relationships, concession terms and cross-border risk allocation.

Fred Chang毕业于哈佛学院，获东亚研究学士学位；后毕业于哥伦比亚大学法学院，获法律博士（J.D.）学位。他拥有纽约州及华盛顿州律师执业资格，曾多次获评IFLR领先律师，并曾获Chambers Asia中国银行与金融及投资基金领域第一级别（Band 1）推荐。

Fred Chang graduated from Harvard College with a bachelor’s degree in East Asian Studies and later received his Juris Doctor (J.D.) from Columbia Law School. He is admitted to practice in New York and Washington State. He has been recognized on multiple occasions as a leading lawyer by IFLR and was ranked Band 1 by Chambers Asia in China Banking&Finance and Investment Funds.

Fred Chang’s addition will significantly strengthen the International Practice Department’s capabilities in advising Chinese corporate clients on project finance, BOT structures and related energy and infrastructure projects. Drawing on his experience in non-recourse financing, banking and capital markets, and multi-jurisdictional transactions, the team will further enhance its capabilities across the full transaction lifecycle, from financing structure design and transaction documentation to concession arrangements and cross-border risk allocation. This will enable the team to help Chinese enterprises develop bankable transaction structures for infrastructure investment and financing in overseas energy projects, balancing financing feasibility with practical transaction execution while providing legal support to international standards.

Russell Leu | 高级法律顾问

Russell Leu是具有深厚跨境实务与法律教育经验的国际商事律师，长期在檀香山与北京两地开展工作。他在夏威夷开始律师职业生涯，先后开展公司、债权人权利与破产重组业务，并逐步拓展跨境法律服务。他曾推动Taft Stettinius&Hollister LLP设立北京办公室并发展其中国业务，后在Sheppard Mullin Richter&Hampton北京办公室从事国际交易、中国相关投资架构、外商投资及跨法域合规等工作。

Russell Leu is an international business lawyer with extensive experience in cross-border practice and legal education, and has worked for many years in Honolulu and Beijing. He began his legal career in Hawaii, practicing in corporate matters, creditors’rights,and bankruptcy and restructuring, before gradually expanding into cross-border legal services. He helped establish the Beijing office of Taft Stettinius&Hollister LLP and develop its China practice, and later worked in the Beijing office of Sheppard, Mullin,Richter&Hampton LLP on international transactions, China-related investment structures, foreign investment and multi-jurisdictional compliance matters.

Russell Leu 曾就读于马萨诸塞大学阿默斯特分校艾森伯格管理学院，后获夏威夷大学马诺阿分校希德勒商学院工商管理学士学位；之后赴旧金山大学法学院深造，取得法律博士（J.D.）学位，并曾在美国加利福尼亚北区完成两段联邦司法助理经历。他拥有夏威夷州律师执业资格，并获准在夏威夷州及相关联邦法院执业。

Russell Leu studied at the University of Massachusetts Amherst Isenberg School of Management and later earned his Bachelor of Business Administration from the University of Hawaiʻi at Mānoa Shidler College of Business. He further advanced his legal education by obtaining his Juris Doctor(J.D.)from the University of San Francisco School of Law. He also completed two federal judicial clerkships in the Northern District of California.He is admitted to practice in the State of Hawaii and before relevant federal courts.

依托其夏威夷法律执业背景、长期跨境经验及专业资源积累，Russell Leu的加入将有助于推动中国客户与夏威夷相关方面的资源对接，促进中外企业在旅游、文体及娱乐领域的合作；同时，也将提升京都北京总所和海南分所在相关领域的专业法律服务能力，进一步拓展京都所涉外业务部的国际业务领域，为中国尤其是海南与夏威夷在文旅、体育等领域的交流合作提供法律支持。

Drawing on his Hawaii legal practice background, longstanding cross-border experience and professional network, Russell Leu’s addition will help connect Chinese clients with relevant resources in Hawaii and facilitate cooperation between Chinese and foreign enterprises in tourism, culture, sports and entertainment. It will also enhance the legal service capabilities of King&Capital’s Beijing headquarters and Hainan office in these areas, further expand the scope of the International Practice Department’s international practice, and provide legal support for exchanges and cooperation between China—particularly Hainan—and Hawaii in culture and tourism, sports and related fields.
