8月10日，菲律宾马尼拉
菲律宾国家减灾委发布消息称，截至8月16日上午6时，受近期的台风“白海豚”和“鲸鱼”的影响，以及西南季风增强导致的降雨，菲律宾共有23人死亡，17人受伤，另有3人失踪。受灾人口超过490万。
