13号台风白海豚临近，8月8日上午9点，上海市防汛指挥部下发电文，洋山港区启动人员避险转移工作。截至13点30分，小洋山岛屿累计完成9270名群众安全下撤，岛上集中安置119人，劝离滞岛集卡532辆。
