据交通运输部消息，8月8日09时，交通运输部将台风防御响应提升至二级。今年第13号台风“白海豚”（强台风级）的中心今天（8日）9点钟位于距离浙江省温州市偏东方向约520公里的东海南部海面上，预计将以每小时10-15公里的速度向偏西方向移动，强度变化不大或略有增强。
