国家发展改革委、国家能源局关于印发《新型电力系统建设“十五五”规划》，规划提出，推动现役煤电机组实施宽负荷高效改造，低负荷运行工况的煤耗增幅控制在 25%以内。因地制宜推动实施燃煤机组全负荷脱硝改造。实施一批 60 万千瓦等级跨代升级改造项目。
