7月22日至24日，多艘菲律宾公务船、海警船、渔船在中国南海黄岩岛海域大规模聚集，包括一艘名为“玛玛拉卡亚”的运鱼船，持续逼近我国领海，开展非法活动并企图侵闯。新华社记者在现场看到，菲律宾公务船的危险操作多次违反《国际海上避碰规则》，极具挑衅性。
