世界妈祖文化联合会关于全球妈祖文化规范传承与发展的主旨倡议

全球各地妈祖文化机构、组织及全体传承者：

当前世界百年变局加速演进，文明交流互鉴与文化规范发展已成为时代共识。为推动妈祖文化更好走向世界、面向未来，坚守文化本源、恪守行为边界、践行时代价值，世界妈祖文化联合会特向全球妈祖文化机构及组织发出如下倡议：

一、坚守精神本源，传承大爱初心

妈祖文化的核心是传承古代优秀女性代表林默的无私大爱、扶危济困精神。全球妈祖文化机构及组织，应以弘扬与践行妈祖精神为根本宗旨，始终围绕立德、行善、大爱的核心内涵开展活动，守护文化本真，不偏离精神本源。

二、厘清文化属性，坚持非宗教定位

妈祖文化是源自中华民俗的优秀传统文化形态，本质为民间信仰与人文精神的传承，不属于宗教范畴。全球妈祖文化机构及组织，应自觉维护妈祖文化的民俗文化属性，不构建、不宣扬系统化宗教经文与宗教体系，反对任何将妈祖文化宗教化的倾向。

三、恪守法治底线，严守非政治原则

全球妈祖文化机构及组织，必须充分尊重并严格遵守所在国家及地区的法律法规，依法依规开展各项活动；坚持文化组织的纯粹性，不参与任何形式的政治活动与军事活动，不介入任何地缘政治议题。

四、秉持包容理念，尊重多元文明习俗

全体妈祖文化组织及传承者，应继承妈祖大爱包容的精神内核，尊重世界各国、各民族在合法合规框架下的民俗传统与生活习惯；秉持客观中立立场，不擅自评价地域文化差异，不介入各类民族、文化与社会纠纷，维护文明和谐与多元共生。

五、践行人间妈祖，深耕慈善公益事业

大力推广 “人间妈祖” 理念，推动妈祖精神落地于民生服务。全球妈祖文化机构及组织，应以慈善公益为重要实践路径，围绕扶危济困、助学助医、救灾赈济、社区服务等领域开展务实行动，以实际行动弘扬妈祖大爱精神，为构建人类命运共同体贡献文化力量。

六、深化文明互鉴，推动文化守正创新

加强全球妈祖文化机构间的规范协作与良性互动，推动妈祖文化与各地本土文化的融合交流；重视妈祖文化遗产的保护与研究，支持符合时代特征的文化传播与创造性转化，注重培育青年传承力量，让妈祖文化在新时代持续焕发人文价值与世界意义。

文化因守正而行远，因包容而博大。诚望全球各地妈祖文化机构及组织同心同向、恪守准则，共同推动妈祖文化在规范中传承、在开放中发展，成为连接世界人民情感、促进人类文明交融的温暖纽带。

World Mazu Culture Federation regarding the standardization of global Mazu culture The main initiative regarding inheritance and development

To all Mazu cultural institutions, organizations, and practitioners worldwide:

The world is undergoing rapid transformations unprecedented in a century, and cultural exchange, mutual learning, and standardized development have become a shared consensus of our time. To promote Mazu culture more effectively globally and for the future—while preserving its cultural roots, adhering to ethical boundaries, and embodying contemporary values—the World Mazu Culture Federation hereby issues the following initiative to all global Mazu cultural institutions and organizations:

1. Uphold the spiritual origins and carry forward the original aspiration of great love

The core of Mazu culture lies in preserving the selfless love and spirit of aiding those in distress exemplified by Lin Mo, a distinguished ancient Eastern female figure. Global Mazu cultural institutions and organizations should take promoting and practicing the Mazu spirit as their fundamental mission, consistently conducting activities centered on the core values of moral integrity, benevolence, and great compassion, thereby safeguarding cultural authenticity while remaining true to its spiritual origins.

II. Clarify cultural attributes and maintain a non-religious orientation

Mazu culture is an outstanding traditional cultural form rooted in Eastern folk traditions, fundamentally representing the inheritance of folk beliefs and humanistic values, and does not fall within the realm of religion. Global Mazu cultural institutions and organizations should consciously uphold its folk cultural characteristics, refrain from developing or promoting systematic religious texts or frameworks, and oppose any attempts to religiosize Mazu culture.

III. Uphold the fundamental principles of the rule of law and strictly adhere to the principle of non-political and non-military nature

All global Mazu cultural institutions and organizations must fully respect and strictly comply with the laws and regulations of their respective countries and regions, conducting all activities in accordance with legal provisions; uphold the purity of cultural organizations by refraining from participating in any form of political or military activities, and avoiding involvement in any geopolitical issues.

IV. Upholding an inclusive mindset and respecting diverse cultural practices

All organizations and inheritors of Mazu culture should uphold the core spirit of Mazu's great love and inclusiveness, respect the folk traditions and living habits of all nations and ethnic groups within legal and regulatory frameworks; maintain an objective and neutral stance, refrain from arbitrarily evaluating regional cultural differences or intervening in various ethnic, cultural, and social disputes, and safeguard civilizational harmony and multicultural coexistence.

V. Practicing the Spirit of Mazu in Daily Life and Deepening Charitable and Public Welfare Efforts

Vigorously promote the concept of "Mazu as a Human Representative," and integrate the Mazu spirit into public services. Global Mazu cultural institutions and organizations should adopt philanthropy and social welfare as key approaches, implementing concrete actions in areas such as assisting the vulnerable, supporting education and healthcare, providing disaster relief, and delivering community services. Through these efforts, they can exemplify Mazu's spirit of great compassion and contribute cultural strength to building a community with a shared future for mankind.

VI. Deepening Mutual Learning Among Civilizations and Promoting Cultural Integrity and Innovation

Strengthen standardized collaboration and positive interaction among global Mazu cultural institutions, promoting the integration and exchange of Mazu culture with local cultures across regions; prioritize the protection and research of Mazu cultural heritage, support culturally relevant dissemination and creative transformation aligned with contemporary characteristics, focus on nurturing young inheritors, and ensure Mazu culture continues to embody profound humanistic value and global significance in the new era.

Culture achieves enduring relevance through adherence to its core principles and expands its reach through inclusivity. We sincerely hope that Mazu cultural institutions and organizations worldwide will unite in purpose, uphold established guidelines, and jointly promote the preservation of Mazu culture within structured frameworks while fostering its development through openness, thereby establishing it as a warm bond that connects global communities and facilitates the integration of human civilizations.
