海南省人民政府办公厅印发《海南省“十五五”高新技术产业发展规划》，其中指出，力争到2030年全省高新技术产业增加值占GDP比重达20%左右，营收规模突破1万亿元。其中，数字经济核心产业增加值占GDP比重达9%左右，商业航天、深海科技等领域实现产值规模大幅提升。
