据了解，诺瓦克在第29届圣彼得堡国际经济论坛期间对媒体表示，如果中东战事持续，海湾产油国未能增产，未来数月国际石油市场将会出现短缺。目前，全球能源危机的冲击已经显现，"这是一场前所未有的危机"。
