为了推动绿色低碳发展，实现生态环境质量全面改善，中共中央办公厅、国务院办公厅近日印发《美丽中国建设成效考核办法》。
China has unveiled assessment measures for the building of a Beautiful China, aiming to promote green and low-carbon development and achieve overall improvement in ecological and environmental quality, according to an official document made public recently. The document was jointly issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council.

《美丽中国建设成效考核办法》明确，对各省（自治区、直辖市）党委和政府美丽中国建设成效的考核主要包括：美丽中国建设责任落实情况、美丽中国建设年度主要目标完成情况、美丽中国建设年度重点任务完成情况、资金使用绩效情况和群众满意程度。
其中，美丽中国建设年度主要目标完成情况的考核包括大气环境、水和海洋生态环境、土壤生态环境、固体废物污染防治和生态质量状况以及年度目标完成情况；美丽中国建设年度重点任务完成情况的考核包括发展方式绿色低碳转型、污染治理、生态系统多样性稳定性持续性提升、生态环境安全年度重点任务完成情况。
考核采用百分制评分，合理设置加分项和减分项，根据评分情况，考核结果划分为优秀、良好、合格、不合格4个等级。

今后5年是美丽中国建设的重要时期，要深入贯彻新时代中国特色社会主义生态文明思想，坚持以人民为中心，牢固树立和践行绿水青山就是金山银山的理念，把建设美丽中国摆在强国建设、民族复兴的突出位置，推动城乡人居环境明显改善、美丽中国建设取得显著成效，以高品质生态环境支撑高质量发展，加快推进人与自然和谐共生的现代化。

It is important to thoroughly implement the thought on socialist ecological civilization with Chinese characteristics for a new era, adhere to the people-centered principle, uphold and act on the idea that lucid waters and lush mountains are invaluable assets, and place the building of a Beautiful China in a prominent position of building a great modern socialist country in all respects and rejuvenating the nation. We should make remarkable achievements in promoting the significant improvement of urban and rural living environment and building a Beautiful China, support high-quality development with a high-quality ecological environment, and accelerate the advancement of modernization featuring harmony between humanity and nature.
