3. 强制性，国家强制力保障实施，包括所有社会成员必须服从。
4. 国家制定。
5. 普遍性（一致性和有效性）。
道德：
1. 自发性，存在认知中。
2. 精神性，靠精神层面约束社会成员行为。
3. 理念性，依靠社会舆论，信仰等力量维护。
4. 来自社会成员产生。
5. 低效约束性，不能约束每一位社会成员。
