当地时间3月20日晚，伊拉克石油部消息人士称，伊拉克政府决定对在伊外国石油公司负责开发的所有油田实行“不可抗力”措施。若是在油田开发合同履行过程中出现了无法预见或无法避免的突发事件，导致油田暂停生产，伊拉克政府在“不可抗力”因素下将不追究外国石油公司未完成产量或投资额的违约责任。（总台记者 米春泽）
