2026年起，国家开始发放养老消费补贴，最高800元，符合条件的老人领了券，可以在养老机构、护理站抵扣使用。然而，最近有多位市民反映，自己想用养老消费券的时候，却被各类机构要求分走一半，800元的券，实际只能抵扣400元左右，而机构给出的理由也千奇百怪。
