据北京青年报报道，全国人大代表霍启刚建议，建立工资增长与税收优惠联动机制，对主动加薪企业给予阶梯式税收减免。调整个税起征点与税率，扩大中低收入免税范围，降低中等收入群体税率。提升增加专项附加扣除标准和范围，提升实际可支配收入。（中国新闻网）
