新华社纽约3月4日电（记者刘亚南 徐静）美国国际贸易法院法官4日在相关诉讼案中发出指令，要求美国海关与边境保护局在关税清算中，不得依据《国际紧急经济权力法》征收关税。这一指令意味着，该局需要“退还”此前依据《国际紧急经济权力法》征收的关税。
此前，美国最高法院2月20日公布裁决，认定美国《国际紧急经济权力法》没有授权总统征收大规模关税。
