腊月二十三,北方小年的年味儿弥漫在天津轨道交通培训中心里。“今天是小年,贴‘福’字、剪窗花,就是要把旧年的烦恼送走,把新年的福气迎进来。”天津轨道交通集团培训讲师崔贺拿着“福”字,笑着向哈萨克斯坦CTS公司(城市交通系统公司)行车调度员努尔波拉提讲解中国春节的习俗。
On the Little New Year's Day, Tianjin Rail Transit Training Center was filled with the festive vibe of the Chinese Lunar New Year (aka Spring Festival). "Today is the Little New Year's Day," said Cui He, a training instructor of Tianjin Rail Transit Group, holding up a "Fu" character (meaning blessing) and smiling as he explained Chinese Lunar New Year customs to Aneskhanov Nurbolat, a train dispatcher from Kazakhstan City Transportation Systems. "We put up 'Fu' characters and cut paper window decorations to send away the old year's troubles and welcome the new year's blessings."

In the classroom, 20 light rail dispatchers from Astana sat together around tables covered with red paper and writing brushes, with curiosity written all over their faces. It was their first time celebrating the Spring Festival in Tianjin. Nurbolat spoke in Chinese not so fluently but full of emotion: "Chinese Spring Festival is so full of rituals. I love the festive atmosphere here!" As the New Year's vibe blends with craftsmanship, friendship stretches endlessly along the Silk Road.

努尔波拉提和天津的情缘,始于阿斯塔纳轻轨项目建设初期。2013年,哈萨克斯坦阿斯塔纳市政府为缓解城市交通拥堵、改善生态环境,正式规划了这条轻轨线路,成为当地的重点民生工程。历经多年筹备,项目于2023年进入实质性施工阶段,中方迅速组建队伍奔赴阿斯塔纳,开启了跨国情谊的建设征程。
Nurbolat's connection with Tianjin began as early as the construction of the Astana Light Rail Transit Project. Back in 2013, the Astana municipal government of Kazakhstan officially planned this light rail line to ease urban traffic congestion and improve the environment, making it a key project for the livelihood of the local people. After years of preparation, the project got underway in 2023, and the Chinese side quickly put together a team and headed to Astana, kicking off the building of this cross-border friendship.

阿斯塔纳轻轨项目是哈萨克斯坦首都首条城市轨道交通线路,项目从起步便面临极端气候与复杂施工条件的双重考验,当地冬季极端低温可达零下40摄氏度,土地冻胀问题极易导致轨道变形。并且,核心城区施工场地狭窄,大型设备进场难、作业空间有限,给施工带来极大挑战。面对这些难题,中哈技术团队不分昼夜蹲守施工现场,将自主研发的抗寒轨道铺设技术与哈方熟悉本地地质气候的优势互补,因地制宜创新出“分层防冻胀路基施工法”抵御严寒侵袭,同时采用适配狭窄作业空间的小型化专用设备,最大限度减少大型设备进场对核心城区交通的干扰和市民出行的影响,用协作之力破解施工难题。
The Astana Light Rail Transit Project is the first urban rail transit line in Kazakhstan's capital. Right from the start, the project had to deal with double challenges of extreme weather and complex construction conditions. The local area sees extreme low temperatures of -40℃in winter, and frost heaving can easily cause track deformation. Furthermore, construction sites in the central urban area are cramped, making it hard to bring in large equipment and leaving limited working space; all these posed huge challenges to the construction. Faced with these difficulties, the Chinese and Kazakhstani technical teams stayed at the construction site day and night. They combined China's independently developed cold-resistant track laying technology with Kazakhstan's advantage of knowing the local geology and climate well, and came up with a "Multi-layer Anti-frost Heave Subgrade Construction Method" tailored to local conditions to withstand the bitter cold. At the same time, they used small, specialized equipment suitable for cramped working spaces, minimizing the impact of large equipment on traffic and residents' travel in the central urban area. It is this close cooperation which helped them overcome the construction difficulties.

如何规划轻轨线路才能成为市民“跨区出行难”的“最优解”?项目设计初期,双方团队便深入调研当地群众的出行习惯,规划建设全长21.39公里的轻轨线路,串联起阿斯塔纳核心商业区、居民区与交通枢纽,大幅缩短市民通勤与游客中转时间。同时,精心优化车厢座椅布局以提升乘坐舒适度,增设多语言播报系统方便各族民众与外国游客精准辨识站点,配齐无障碍设施守护特殊群体出行安全,将民生便利融入项目设计的每一个环节,让轻轨真正成为惠及每一位市民的便民工程。
Finding the best solution to residents' trouble of getting around between districts lies on the route plan of the light rail. From the early stage of design, the two teams already started in-depth research on local people's travel habits, and planned the 21.39-kilometer light rail line that connects Astana's central business district, residential areas and transportation hubs, greatly cutting down commuting time for residents and transfer time for tourists. Meanwhile, they carefully adjusted the seat layout in carriages to make rides more comfortable, added a multilingual announcement system to help people of all ethnic groups and foreign tourists to identify stations accurately, and equipped the line with full accessible facilities to keep people with special needs safe when traveling. They weave people's daily convenience into every detail of the project design, making the light rail a truly people-friendly project that benefits all.

如今,阿斯塔纳轻轨已顺利进入联调联试阶段。而在轻轨运行系统中,调度岗位堪称“神经中枢”,调度员的每一个指令都直接关系到列车运行的安全与效率。项目全线采用全自动无人驾驶系统,对调度员的专业能力提出极高要求。为了打造一支能胜任岗位的专业队伍,中哈双方量身定制了“双向赋能”交流计划:一方面,中方组建运营管理团队远赴阿斯塔纳,提前介入项目联调联试,手把手指导当地技术人员熟悉设备操作、运维流程及应急处置方案;另一方面,当地调度员来到天津,开启系统化交流之旅。“从理论知识到本地化场景模拟实操,从行车组织到标准化应急处置,我们沟通其中原理更探讨操作方式,就是希望帮助他们建立起符合当地发展需求的调度体系,为项目未来的安全高效运营打下坚实的人才基础。”崔贺的心声,道出了交流计划的核心意义。努尔波拉提同样感受颇多:“在天津生活工作了两个多月,我们团队不仅建立起系统化的协同指挥能力,还感受到了中国朋友的热情和友善,这是一份非常珍贵的友谊!”
Today, the Astana Light Rail has smoothly entered the stage of integrated testing and commissioning. And in the light rail operation system, the dispatching post is the "nerve center"; every instruction from a dispatcher directly affects train safety and efficiency. The entire project uses a fully automatic driverless system, which sets really high requirements for dispatchers' professional skills. To build a professional team that can handle the job, China and Kazakhstan put together a "two-way empowerment" exchange program. On one hand, the Chinese side set up an operation and management team, traveled all the way to Astana, got involved in the project's integrated testing and commissioning early on, and guided local technical staff hands-on to master equipment operation, maintenance processes, and emergency response plans. On the other hand, the local dispatchers came to Tianjin for a journey of systematic exchange. "From theoretical knowledge to simulated hands-on practice in local scenarios, from train operation organization to standardized emergency response, we talked about the principles and discussed how to put them into practice. We aim to help them build a dispatching system that meets local development needs, and lay a solid foundation for safe and efficient operation of the project in the future," Cui He said, voicing the core meaning of the exchange program. Nurbolat also had a lot to share: "Having lived and worked in Tianjin for over two months, our team has not only developed systematic and coordinated command capabilities, but also felt the warmth and friendliness of our Chinese friends. This is such a precious friendship!"
