伊朗官员多次抱怨，美方并未明确说明如果伊朗在核问题上作出让步，德黑兰能获得何种制裁解除待遇。伊朗官员表示，德黑兰至少希望能迅速动用受美国限制、存放在卡塔尔的约60 亿美元伊朗石油收入。参与去年春季核谈判的人士称，美方从未阐明任何具体的制裁放松方案，而且华盛顿方面当时已决定，即便卡塔尔账户内的资金也不得动用。
