当地时间12日，智利总统博里奇宣布，智利向古巴提供人道主义援助。博里奇表示，美国对古巴实施的封锁在最近几周进一步加剧，这种行为是犯罪行为，是对整个民族人权的侵犯。
博里奇呼吁响应联合国大会多次要求，终止针对古巴的不人道的封锁。
