记者7日从重庆市生态环境局获悉，重庆依托两江新区和巴南区的三个试点园区开展环评“加减法”，探索实施“豁免审批+许可衔接”机制，企业仅需提交核心材料即可实现“免批环评”直发证，审批时间从3个月压缩至2个工作日，效率提升超95%。
