上海市政协委员吴启楠建议，允许具备沪港管理经验与国际服务能力的医疗机构，进口使用已在香港上市但国内尚未批准的临床急需药品和医疗器械。上海市商务委党组书记申卫华回应，上海将在东方枢纽试点“沪港药械通”机制，未来有望在此构建与国际接轨的医疗服务与科研高地。
