2月4日，国新办举行新闻发布会。中央财办分管日常工作的副主任、中央农办主任韩文秀在会上表示，要规范承包地经营权流转。坚持依法自愿有偿原则，完善土地经营权流转服务制度，平等保护流转双方的合法权益，不能通过下指标、定任务、搞考核等方式硬推土地流转，更不能通过行政命令搞整村整乡流转。
