上海市第十六届人大四次会议2月3日上午在世博中心开幕。上海市市长龚正作《政府工作报告》。
报告显示，2025年，全市PM2.5年均浓度为26.3微克/立方米、下降7.4%，新增公园127座，提前建成千座公园城市，累计达到1100座，89.4%的公园实现24小时开放。
