郑滨出生于1972年5月，辽宁辽阳人，致公党党员，在职研究生学历，经济学博士，教授。她曾任朝阳市副市长，辽宁省工商联副主席等职。
2018年9月，郑滨任辽宁省政府副秘书长，2020年6月任沈阳市副市长，至此番当选新职。
