摘要/Abstract /Resumen

本文主要探讨了马来西亚国家发展动力的现状与挑战。建国以来，马来西亚在基础设施、教育和医疗等多个领域取得显著成就，人民生活质量提高，经济迅速增长。然而，马来西亚也面临着区域不平衡和环境可持续性等挑战。当下，马来西亚的国家发展战略以《共享繁荣愿景2030》和“昌明大马”为驱动，旨在实现高收入国家地位，同时确保公平增长与可持续性发展。

本报告为复旦大学发展研究院“国家发展动力”自主知识体系研究的阶段性成果，由马来西亚学者徐国锋（Kok Fong See）博士与邱文达（Boon Dar Ku）博士撰写，分为英语和西语两个版本。

The primary aim of this chapter is to give an overview of the present status and challenges regarding the dynamics of the national development of Malaysia. The development of Malaysia has resulted in significant steps forward in different aspects, such as infrastructure, education, and health, contributing to the overall quality of life and economic growth. But Malaysia also faces challenges due to regional disparities and the environmentally unsustainability of its economic growth. Today the goals of the development of Malaysia, governed by the Shared Prosperity Vision 2030, Malaysia MADANI, include the achievement of a high income status of the economy but at the same time ensure a growth which is equitable and sustainable.

Este artículo explora principalmente el estado actual y los desafíos de la dinámica del desarrollo estatal de Malasia Desde la fundación del país, Malasia ha logrado notables avances en infraestructura, educación y salud, mejorando la calidad de vida de las personas y experimentando un rápido crecimiento económico. Sin embargo, Malasia también enfrenta desafíos como el desequilibrio regional y la sostenibilidad ambiental. En la actualidad, la estrategia de desarrollo nacional de Malasia está impulsada por la Visión de Prosperidad Compartida 2030 y "Malaysia MADANI", con el objetivo de alcanzar el estatus de país de altos ingresos, asegurando al mismo tiempo un crecimiento equitativo y un desarrollo sostenible.

徐国锋（Kok Fong See）现任马来西亚理科大学远程教育学院副院长兼经济学副教授。2017年，他获得澳大利亚教育和培训部颁发的澳大利亚奖奋进研究奖学金。他的杰出成就包括荣获著名的 2019-2020 年富布赖特奖，该奖被认为是最受尊敬的国际奖项之一，这使他能够在美国从事高级研究。他的研究重点是效率和生产力分析，该领域的项目涉及电力、供水、航空运输、医疗保健和高等教育等多个领域。他的作品已被期刊引用报告（JCR）收录的期刊类别前25%接受并发表，包括Energy Economics, Energy Policy, European Journal of Operations Research, Omega-International Journal of Management Science, Socio-Economic Planning Sciences等。徐教授于2023年8月至10月担任复旦大学发展学院访问学者。他广泛参与该学院组织的各种学术项目，包括重要的国际论坛和出版主要学术专著。

邱文达（Boon Dar Ku）博士目前是马来西亚理科大学远程教育学院历史系的高级讲师。主要研究领域包括中国和东南亚历史、中越关系和地区互动。近年来，在国内外学术刊物上发表论文多篇，并参与编着多部学术专着。他的最新著作包括《马来西亚和中国的历史与社会政治》（马来西亚理科大学出版社，2024年，联合编辑）和《国家之间的冲突和重叠主权争端》（马来西亚国民大学（UKM）出版社，2024年，联合编辑）。

Dr. Kok Fong See is currently the Deputy Dean of the School of Distance Education and anAssociate Professor of Economics at Universiti Sains Malaysia. In 2017, he was awarded an Australia Awards–Endeavour Research Fellowship from the Department of Education and Training, Australia. His exceptional achievements include being honored with the prestigious 2019–2020 Fulbright Award, recognized as one of the most esteemed international accolades, which allowed him to pursue advanced research in the United States. His research focuses on the analysis of efficiency and productivity, and his projects in this field have concerned areas as diverse as electricity, water supply, air transportation, health care and higher education. His works have been accepted and published in the top 25% of the journal category, which is indexed by the Journal Citations Reports (JCR), including Energy Economics, Energy Policy, European Journal of Operational Research, Omega-International Journal of Management Science, Socio-Economic Planning Sciences and others. Professor See was a visiting scholar at the Fudan Development Institute from August to October 2023. He has been extensively involved in various academic projects organized by the institute, including key international forums and the publication of major academic monographs.

Dr. Boon Dar Ku is currently a Senior Lecturer in the History Section at the School of Distance Education, Universiti Sains Malaysia. His primary research areas include Chinese and Southeast Asian history, China-Vietnam relations, and regional interactions. In recent years, he has published numerous papers in both domestic and international academic journals and has contributed to the editing and writing of several scholarly monographs. His latest works include, History and Socio-Politics of Malaysia and China (Universiti Sains Malaysia Press, 2024, co-editor) and Conflicts Between Nations and Overlapping Sovereignty Disputes (Universiti Kebangsaan Malaysia (UKM) Press, 2024, co-editor).

Dr. Kok Fong See, actualmente Subdirector de la Facultad de Educación a Distancia y Profesor Asociado del Departamento de Economía en la Universidad de Ciencias de Malasia. En 2017, recibió de parte del gobierno australiano la "Beca Australia: Beca de Investigación Avanzada". Entre 2019 y 2020 fue galardonado con el prestigioso "Premio Fulbright" y se trasladó a Estados Unidos para realizar investigaciones avanzadas. Su principal área de investigación es el análisis de eficiencia y productividad, abarcando sectores como la electricidad, el suministro de agua, transporte aéreo, atención médica y educación superior. Sus resultados de investigación se publicaron en revistas académicas internacionales que se encuentran en el 25% superior del índice JCR, incluyendo Economía de la Energía, Política Energética, Revista Europea de Investigación Operativa, Ciencias de la Planificación Socioeconómica, Revista de Producción Limpia, Acuicultura, Reseñas de acuicultura, Análisis Económico y Políticas y Ciencias de la Gestión de la Atención Médica. El Profesor Xu Guofeng visitó el Instituto de Desarrollo de Fudan para intercambios académicos de agosto a octubre de 2023, y ha participado regularmente en foros internacionales clave, publicación de monografías y otros proyectos académicos organizados por el Instituto de Desarrollo de Fudan.

Dr. Boon Dar Ku, actualmente es Profesor Senior del Departamento de Historia en la Facultad de Educación a Distancia de la Universidad de Ciencias de Malasia. Su principal área de investigación se centra en la historia de China y el sudeste asiático, las relaciones entre China y Vietnam y la interacción regional. En los últimos años, ha publicado numerosos artículos en revistas académicas nacionales e internacionales y ha participado en la edición y redacción de diversas obras académicas. Entre sus últimos trabajos se encuentran Historia y Política Social entre Malasia y China (Editorial de la Universidad de Ciencias de Malasia, 2024, coeditor) y Conflictos entre Naciones y Problemas de Controversia de Superposición de Soberanía (Editorial de la Universidad Nacional de Malasia, 2024, coeditor).
