12月16日，山西省人民政府发布《山西省人民政府关于宣布废止124件行政规范性文件的决定》（以下简称《决定》），宣布废止的行政规范文件目录包含《山西省人民政府关于禁止生产、经营、储存、运输和燃放烟花爆竹的通告（2020年8月17日）》。

The Shanxi government has revoked a sweeping ban on the production, sale, storage, transport, and setting off of fireworks across the province, signaling a major shift in its regulatory approach ahead of the Chinese New Year.

The decision was announced on Dec 16 as part of a broader move to annul 124 administrative regulatory documents.

回顾2020年8月18日发布的《山西省人民政府关于禁止生产、经营、储存、运输和燃放烟花爆竹的通告》，当时山西省实施了一项全域的“禁炮令”，随着时间的推移，山西省在烟花爆竹管理政策上迎来了一次重大调整。

近日，中国烟花爆竹协会发文回应山西省废止烟花爆竹全面禁放政策。文章称，此举意味着山西省烟花爆竹管理从全面禁放模式，正式转为科学限放管理模式。

Responding to the policy adjustment, the China Fireworks and Firecrackers Association said that the move marks Shanxi's official transition from a blanket prohibition to a "scientific, restricted-use management model".

中国烟花爆竹协会称，烟花爆竹是我国传统优秀文化的重要载体，山西省调整烟花爆竹全面禁放政策，既是对群众节日文化需求的回应，也体现了政府在公共管理中兼顾民生诉求与安全治理的科学理念。通过明确限放时段、区域及安全管理要求，既能保留节日氛围、传承民俗文化，又能有效管控烟花爆竹安全风险。

In a recent article, the association commended the shift, describing fireworks as an important carrier of China's traditional culture. It said that Shanxi's adjustment not only responds to public demand for cultural festivities but also reflects a governmental approach that balances civic needs with safety governance.

协会将积极支持和协助山西调整烟花爆竹燃放政策的相关工作实施，助力科学精准施策，推动行业健康有序发展。

"The association will actively support and assist Shanxi in implementing the relevant work of adjusting its fireworks policy," the article read, pledging to help facilitate precise and scientific regulation for the healthy and orderly development of the industry.

据官网介绍，中国烟花爆竹协会成立于2013年4月，是由烟花爆竹企业及相关企事业单位、个人自愿组成，经民政部批准的全国性、专业性、非营利性具有法人资格的社会团体。截至2024年12月底，拥有会员480余家，分布在全国25个省（区、市）。
