巴拿马总统穆利诺18日宣布，首架搭载70名委内瑞拉公民的“自愿返程计划”直航客机将于22日从巴拿马起飞，前往委内瑞拉首都加拉加斯。
此前，巴拿马在协助委内瑞拉移民返回原籍国时，主要采取海路转运或经第三国过境等方式。
