罚单显示，沿河长征村镇银行有限责任公司的主要违法违规事实（案由）为：高管人员未经任职资格核准即实际履职。
针对上述行为，国家金融监督管理总局铜仁监管分局对其罚款20万元；对时任副行长黄金石警告。
