经济适用房是一种保障性住房，对外出租是明令禁止的。但近年来，经适房违规出租的情况却屡禁不绝。去年上半年，我们就报道过相关乱象，上海也曾采取集中整治行动，没想到时隔一年半，投诉又来了。
