财联社11月19日电，据央视新闻，当地时间11月19日，俄罗斯驻美国大使达尔奇耶夫称，美国至今仍未就其核试验立场作出说明。达尔奇耶夫表示，美国在恢复核试验问题上试图“故弄玄虚”，让人怀疑其是否采取负责任的态度。达尔奇耶夫还表示，俄罗斯与美国的对话陷入停滞，但并未停止，各层级的接触仍在继续。
