中央气象台预计，今年第26号台风“凤凰”于11月10日中午前后移入南海中东部海面，强度逐渐增强，预计最大强度可达台风级或强台风级（13至14级，40至45米/秒），12日将在台湾岛登陆。中央气象台10日10时继续发布台风黄色预警。经综合研判和应急会商，中国气象局于10日11时启动重大气象灾害（台风）三级应急响应。
