在加沙停火协议第一阶段生效近四周后，世界粮食计划署4日表示，目前仅有所需粮食的一半运抵加沙。严峻的饥饿问题之外，随着冬季临近，旧帐篷破损的问题也日益凸显。加沙民众和人道主义机构担心，目前的避难所无法让他们度过寒冷多雨的冬天。
