8月12日0800时，今年第11号台风“杨柳”（强热带风暴级）中心位于距离台湾台东市偏南方向约730公里海面上，中心最大风力11级（30米/秒），预计将以每小时25公里左右的速度向西方向移动，强度逐渐增强。根据《广东海事局防热带气旋应急预案》，广东海事局定于8月12日0900时启动防热带气旋IV级应急响应。
