陈小林出生于1972年，此前长期在九江学院工作，历任九江学院会计学院党委委员、副院长，九江学院会计学院党委副书记、院长，九江学院教务处处长，九江学院党委委员、副院长，九江学院党委副书记、院长。
之前担任景德镇学院党委书记的叶观荣出生于1964年11月，早已年满60周岁。
