据吉林省水利厅消息，7月20日至21日，鸭绿江流域出现强降雨过程，小新开河、苇沙河、大罗圈河等河流发生超保洪水，预计7月21日至22日强降雨过程仍将持续。依据《吉林省水利厅水旱灾害防御应急预案》，吉林省水利厅决定于7月21日12时启动水旱灾害防御Ⅳ级应急响应。
