受副高后部切变影响，7月20日17时-21日2时吉林省集安市出现暴雨，局地大暴雨天气，平均过程降水量67.2毫米，其中最大降水量出现在台上镇双岔村，达169.3毫米，且降水仍将持续。
集安市防指决定于7月21日3时将防汛四级应急响应升级为三级。
