当地时间6月19日，西班牙首相桑切斯致函北约秘书长吕特，明确表示西班牙拒绝北约提出的将军费开支提高至国内生产总值5%的目标。桑切斯在信函中表示，对西班牙而言，军费开支占GDP5%的目标不仅不合理，而且会适得其反，这将使得西班牙距离合理开支更遥远。（央视新闻）
