暑期来了，请收好这份“安全小贴士”

炎炎夏日，大中小学的学生们迎来了欢乐而充实的暑期时光。不少学生外出旅游、参加研学活动、寻找实习机会等。然而，暑期也是水上安全、交通安全、网络安全等问题的高发时段。为此，多位受访人士为孩子们度过健康安全的暑期生活开出了“贴心处方”。

　　——防范溺水，关注水上安全。高温天气仍在持续，清凉的海边、河畔成了消夏的好去处，游泳是夏日热门运动之一。然而，据不完全统计，我国每年有5.7万人死于溺水，少年儿童溺水死亡人数占总数的56%，平均每天有88个孩子因溺水死亡。溺水已成为中小学生非正常死亡的“第一杀手”。

　　此前，教育部基础教育司发文指出，汛期即将来临，溺水事故进入高发期，多地先后发生学生溺亡事件，需进一步强化预防学生溺水工作，切实保障学生生命安全。

　　“溺水多发生在夏季的游泳场所、海边、江河、湖泊、池塘等处。”天津海事局执法人员陈云龙提醒，学生在泳池游泳时，要确保掌握相关安全技能、做好热身运动；孩子在开放水域玩水嬉戏时，家长也要时刻看护；在海上坐船时，必须穿上、扣好合格合适的救生衣。“如果发现溺水者，可立即寻求成人帮助、拨打110或120，同时向溺水者抛救生圈、泡沫板、救生绳等，但不要盲目下水施救。”陈云龙说。

　　——遵守交规，注意交通安全。业内人士指出，部分青少年儿童的交通安全意识仍然不强，中小学校、学生家长需注重交通安全知识的普及教育。假期前夕，不少民警也走进课堂，对乘车、骑行等安全事项进行讲授。

　　按照规定，驾驶自行车、三轮车必须年满12周岁；驾驶电动自行车和残疾人机动轮椅车必须年满16周岁。天津市公安局红桥分局民警提醒，骑行时要与大货车保持2米以上的横向距离，不要紧跟在大货车后侧。如遇极端天气，要穿着醒目，避开广告牌、变压器、配电箱、高压电线等危险物。

　　——避开“陷阱”，识别网络诈骗。暑期时间较长，不少学生希望利用这段时间进行实习兼职。部分学生涉世未深，容易被误导从事看似“低成本、回报快、利润高”的“刷单”工作。数据显示，6月26日至7月2日，刷单返利类诈骗占天津市电信网络诈骗总发案数的20.27%，亟须予以警惕。

　　“一些不法分子会伪装成中介或代理公司，打着刷信誉、刷销量的旗号招聘兼职‘刷客’。”天津市公安局红桥分局打击犯罪侦查支队九大队副大队长高思远说，不法分子首先会给“应聘者”下发小额刷单任务，有时还会“按照约定”返还本金和佣金，为的就是“放长线钓大鱼”，获得信任后骗取钱财。

　　此外，高思远表示，还有不法分子以网络游戏“充值”“送装备”为由在社交媒体诱导中小学生下载软件、绑定支付终端，骗取学生及家长的财物；有的盗取社交媒体账号后冒充学生“熟人”借款，或以“恢复征信”为名诱导学生交付“保证金”等等。

　　“网络兼职刷单、刷信誉很可能是骗子设好的陷阱，学生们尤其要对需先行垫付资金的情形予以警惕，在转账前反复确认对方身份。”高思远提示说，学校教师及家长要对孩子加强教育，提高其自我保护意识。同时，学生也应避免将自己的银行卡、手机卡、手机号等提供给不明身份的人士，避免成为不法分子的“工具人”。
