市人民政府决定：
石磊任温州市人民政府副秘书长（挂职）；
董伯俞任温州市现代服务业发展集团有限公司副总经理（试用期一年）；
免去黄方雷、常磊的温州市人民政府副秘书长职务；
免去李敏的温州市投资促进局副局长职务。
