记者从水利部了解到，3月11日以来，黄河封冻河段开河速度明显加快，日均开河超过60千米。综合考虑近期气温偏高、河道流量等因素，预计内蒙古河段3月19日前后全线开通，较常年偏早6天左右。而随着开河速度加快，槽蓄水量短时间内可能集中下泄、形成较大凌汛洪水过程，加之内蒙古河段河势多变，容易出现卡冰结坝，造成险情。
